Looks like twitter have done away with the fail whale. Now there’s a caterpillar and an ice-cream.
The old image retention value for the twitter heads was too high, they had to change the picture. I think it reached 100%!

To me they are designs for different things. This design told you that Flickr was down for maintenance. The other design designated at capacity or broken.
